Recent estimates indicate about four million Australians are infected with Toxoplasmosis. And the prevalence is a much higher percentage in France. Maybe that would account for their driving

If you read the link again you'll notice that the eggs (in cyst form) can survive about twelve months in the sand/dirt which is long after any cat crap is noticeable. Kids rarely wash their hands after playing outside and are always puting their fingers in their mouths.
