No, it's a new Russian exchange rate. Dick Cheney recently visited Georgia and Ukraine. So, I guess in terms of destructive capabilities or his wealth, Cheney is worth 2 strategic bombers. By the way, in Russian service, Tu-160 is known as a "white swan", and I wouldn't mind a 1:200 of it done by Hobby Master.

Russians are not crazy about Chavez, but he buys lots of Russian weapons, which Russian military doesn't have access to and pisses of USA. So, he is just another pawn in "spheres of influence" game.
