GMP P-51 Flaps

I was looking at possibly bidding on this airplane, but when I enlarged the pictures, the flaps looked like they could be raised / lifted past the natural position of them in the retracted mode.

Honestly, I have never seen flaps in this position and cannot belive this to be correct. Or is this just a manufacturer wanting to build the airplane with retractable flaps but being too lazy to do it correctly?

If I am wrong, I stand corrected.

Yes they can be raised to that position, no you don't have to put them in that position... and can leave them at "the natural raised position" without a problemo...
