The American CIA had something like that in the 70's. I saw it myself when I was on a tour of the CIA Museum at Langley. I also got a shirt that says "the best museum you will never see". My cousin works for the Agency, that is the only reason I was able to go in.

I can't say that I agree with someone tracking me at all times, but I also don't do anything to have to worry about it.
