On the Navy F-16B NSAWC the camo paint is for aircraft 06 and most if not all markings are low vis, not black
On most of the Airforce birds the markings are black.

They just did an earlier version of the scheme, look here:

However it has the tailfin of a C model. When the only guaranteed external difference between the A/B and C/D is the tailfin, that's kind of a major mistake...

So actually, the paint's fine, but it's physically wrong.
