The "early 2000's" part makes sense as far as the English "Uz Air Force" is concerned. After 9/11, Uzbekistan let the US Airforce operate from an airbase near the Afghanistan border. The English lettering was probably there to let USAF folks know that the Uz Su-27 was one of the "good guys".
