Wow, Oleg you are relentless with your requests to make Panzer IV and T-28. CDC Armour / Matchbox made a few nice versions of Panzer IV, but they are difficult to find. That being said, Dragon will probably release a Panzer IV one day given the zillion repaint possibilities.
While I echo your statement that T-28 is definitely unique piece worthy of being modeled, only Admiral Toys and hopefully, Hobby Master will consider, but, unfortunately, it's a niche piece of armor known to a narrow circle of armor aficionados in the West.
