| Ask the seller to send you a scanned copy of the postage receipt.
If they can't/won't do that, ask for your money back.
IF they refund your money and the package got send via surface mail and you eventually receive it, THEN you can always send them their money with a "maxima mia culpa"

I agree.. If the seller is reputable, he'll refund the money to you (I had to refund a buyer from the UK that said he never received my package and it just happened to be the one time I used letter post instead of parcel post).. That is one reason I insist on registered mail or at least something trackable when shipping overseas.. File a claim with Paypal if the seller refuses to help resolve the issue, but don't wait too long, or you'll lose your chance..
