| Your unknowns are both German ships of the Reichsmarine- the navy of the Wiemer Republic.
The first unknown is the light cruiser Hamburg built 1904, survived World War One and was allowed to be kept by the Germans for use post war. She was used as a training ship. You can tell this is Hamburg and not her sistership Berlin because she has the coat of arms of the city of Hamburg on her bow. She was hulked prior to the Second World War and sunk by bombing in 1944 and then scrapped postwar. Here is another one of their sisters the Leipzig in her pre-war Far East color scheme:
The second one is one of the Konigsberg class of light cruisers, most likely the Karlsruhe. She went into service November 1929 and was used initial on foriegn training cruises including one that included a stop in San Diego thus placing her in the Pacific. Very easily could have been in Hawaii as well. She was sunk in 1940 during the Norwegian Invasion by the British submarine Truant.
The photo is looking aft with the second funnel in the photo. The tower is the searchlight platform and the just aft of the funnel is one of the main battery directors. Her is what the entire ship looked like:
